Britain and France Will Dispatch Military Personnel to the Country if a Peace Deal is Reached

Placeholder Diplomatic Meeting

The British and French governments have inked a declaration of intent concerning the stationing of troops in Ukraine in the event a peace agreement be concluded with Russia, the Prime Minister of Britain, Keir Starmer, has declared.

After discussions with Kyiv's partners in the French capital, he noted that the allies would "establish defense centers in various parts of Ukraine and build secure structures for arms and military equipment" to prevent any subsequent incursion.

The partner countries also put forward that the America would take the lead in verifying a truce.

Russia has on multiple occasions warned that any non-Ukrainian military in Ukraine would be considered a "legitimate target", but has as yet not responded on this new declaration.

The Situation and Continuing War

Moscow's leader Vladimir Putin began a full-scale invasion of Ukraine in early 2022, and Russian forces at this time holds about 20% of Ukrainian territory.

"This is a vital part of our pledge to support Ukraine for the foreseeable future," stated Starmer.

Top officials and high-ranking officials from the "Coalition of the Willing" participated in the recent discussions.

He stated at a joint press conference, he further said: "It creates the pathway for the legal framework under which British, French, and partner forces could operate on Ukraine's territory, securing Ukraine's airspace and waters, and regenerating Ukraine's defense capabilities for the future."

The British leader went on to say that London would take part in any American-headed monitoring of a potential ceasefire.

Defense Assurances and Diplomatic Positions

Senior US negotiator Steve Witkoff remarked that "lasting safety pledges and strong economic promises are essential to a permanent resolution" in Ukraine – mentioning a key demand made by Ukraine.

He indicated the partner nations had "mostly completed" their work on establishing such pledges "so that the citizens of Ukraine know that when this conflict ends, it ends permanently."

Jared Kushner, US President Donald Trump's advisor, also took part in the discussions.

Separately, French President Emmanuel Macron said that Ukraine's partners had made "considerable headway" at the negotiations.

He added that "robust" defense assurances for Kyiv had been settled upon in the event of a possible truce.

Ukraine's leader Volodymyr Zelensky said that a "major step forward" had been made in Paris, but qualified that he would only deem efforts to be "adequate" if they culminated in the cessation of the fighting.

Earlier, Zelensky indicated a peace agreement was "mostly finalized". Agreeing on the remaining 10% would "shape the fate of the peace, the destiny of Ukraine and Europe".

Remaining Challenges

  • Land and defense assurances have been at the center of unresolved issues for negotiators.
  • Putin has consistently stated that Ukraine's forces must pull back from the entirety of Ukraine's eastern Donbas or Russia will take control, rejecting any compromise over how to end the war.
  • Kyiv has thus far rejected surrendering any land, but has suggested that Ukraine could move its troops to an mutually accepted point – but only if Russia does the same.

Russian forces currently occupies approximately 75% of the Donetsk oblast and around 99% of the neighbouring Luhansk. The areas form the industrial region of Donbas.

The original US-led multi-point peace plan that was circulated to the media last year was seen by Kyiv and its European allies as being heavily skewed in Moscow's favor.

This triggered weeks of intensive diplomacy – with the involved parties trying to amend the draft.

Recently, The Ukrainian government sent the US an new framework – as well as separate documents describing prospective defense assurances and plans for Ukraine's recovery, he stated.
